experience, Ned is a

consultant and a personal mentor
to senior management. He has
extensive field and executive
management experience with
outstanding communications
abilities.
A superb communicator, skilled presenter and
gifted public speaker, he developed and taught courses and
seminars in auditing, computer security, business strategy and
accounting at the university level and directly for clients. He
builds trusted, high integrity and confidential relationships
with his clients.
Ned is a manager who gets things done. His
experience in the public and private sectors, in Canada and
internationally, provides in-depth financial, information and
performance management, corporate governance, internal control
and audit knowledge with expert analytical capacity and broad
business experience.
Initially an IT systems design professional in the United
Kingdom and later in Canada, he
qualified and practiced as a
Chartered Accountant in Ontario
and Quebec and became a partner
in an international public
accounting firm, Spicer
MacGillivery (now BDO) where he
focused on management consulting
and IT auditing. Through his
hands-on approach, he has
extensive experience in
performance, internal audit and
privacy auditing matched with
consulting and project
management know-how in finance,
information and communications
technology. He is an expert in
business process mapping,
business modeling and workflow
analysis, supported by strategic
planning and organizational
design.
PUBLIC SECTOR EXPERIENCE
Ned has public sector experience in the areas
of:
- health records
- social services
- national defence
- heritage and culture
- international development
- aboriginal affairs
- passenger rail services
- mortgage portfolio management
- public housing
- postal services
- national standards agencies
- dairy supply management
Ned has held two executive management positions, CIO and
CFO, in a multi-national financial services company, and
served as Principal in the Office of the Auditor General of
Canada under the federal government's private sector
Executive Interchange Program.
His consulting experience in the Canadian public sector
includes (among others):
- the Privacy Council Office
- the Office of the Auditor General
- the Office of the Privacy Commissioner of Canada
- Health Canada
- Heritage Canada
Internationally, his practice has included the National
Audit Office of Bulgaria, the Council of Control of the
Republic of Armenia, and in 2007, he was appointed USAID
Chief-of-Party on an Anti-corruption project in Nigeria. He
is increasingly in demand internationally and has done work
for the World Bank, USAID and the International Development
Research Centre broadly in the area of financial management
and control.
PRIVATE SECTOR EXPERIENCE
Ned"s private sector experience in executive
management and consulting includes:

He has managed multi-million dollar software projects,
developed complex sophisticated business cases, planned
business start-ups and refinanced business turnarounds in
the software, capital goods, construction, insurance broking
and energy management areas.
EDUCATION
He holds a B.Com. from University College Dublin,
Ireland and qualified as a Chartered Accountant in Ontario
in 1971. In 1991 he obtained an MBA from the John Molson
School of Business at Concordia University in Montreal.
